Duties
- You will lead research and development for the division's core mission areas of Expeditionary Warfare, Naval Mining, and Littoral Operations in support of homeland defense and force protection.
- You will provide expert guidance and direction to major sponsors and stakeholders throughout Department of the Navy.
- You will serve as a consultant and expert advisor focused on increasing mutual understanding of emerging technologies and opportunities, fleet requirements, and more effective collaboration between warfare centers, academia and industry.
- You will coordinate with other Principal Technology, fiscal Managers and technical experts throughout the NAVSEA enterprise concerning implementation of plans, programs, and processes.
- You will serve as a member of various NSWCP CD technical, administrative and advisory boards and committees and leads key division strategic initiatives.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- For the 1550: This is a Cyberspace Workforce position, work role code 661, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
QualificationsThe applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
- The applicant demonstrated technical expertise in Expeditionary Warfare and Littoral Operations, both programs and systems, across the acquisition life-cycle (Science and Technology, Research and Development, Test and Evaluation, and Sustainment).
- The applicant demonstrated the ability to lead a diverse organization (engineers, scientists, logisticians, and business professionals) in all aspects of warfare center operations (human capital, internal investments, resource allocation).
- The applicant has demonstrated experience leading programmatic and technical execution of large, complex projects including forecasting, budgeting, execution monitoring, and risk management. Demonstrated ability to monitor execution and proactively address cost, schedule, and technical deviations from the plan.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For 0801 Professional Engineering SeriesSuccessful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For 1515 Operations Research SeriesSuccessful completion of a degree in operations research. or A degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
For 1520 Mathematics Series
- Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.-or-B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
For 1550 Computer Science SeriesBachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.Additional information
Senior Scientific Technical Manager (SSTM) positions are positions which exceed the ND-05 (GS-15) level. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.
